Background and purpose of the assignment
The Australia-Indonesia Partnership Towards an Inclusive Society (INKLUSI), implemented by Cowater International and funded by the Australian Department of Foreign Affairs and Trade (DFAT), is working to increase the participation of marginalised groups in, and their benefit from, Indonesia’s socio-cultural, economic, and political development. INKLUSI works with government and civil society partners to advance their work in gender equality, the rights of persons with disabilities and social inclusion. INKLUSI supports the Government of Indonesia’s agenda for inclusion, including through national development plans and the Sustainable Development Goals.
INKLUSI is an 8-year (2021-2029) Australian Government program with a
budget of up to AUD 120 million. It is partnering with 11 Indonesian civil
society organisations, 8 research partner institutions and their networks
across 32 provinces, 129 districts and 650 villages in Indonesia.
This assignment is intended to develop INKLUSI’s Knowledge Management
strategy that will (1) promote coordination and collaboration within INKLUSI
Secretariat; (2) promote coordination, synergy and cross-learning amongst
INKLUSI Mitra and local networks; (3) serve as basis for INKLUSI programming, particularly in influencing policy making at national and regional levels; (4) promote coordination and synergy with DFAT and BAPPENAS as key stakeholders, as well as other stakeholders at national and regional levels.
What we delivered
To achieve the above objectives and working closely with the INKLUSI team, our team of consultants delivered the following services:
- Conducted a thorough assessment of the existing KM landscape across the INKLUSI Secretariat and its wider network (Mitra INKLUSI and their local networks, Mitra riset, various directorates in Bappenas, DFAT, other line-ministries, other CSOs, other development partners and programs). The assessment comprised a desk research, organisational review, FGDs and interviews around the requirements in terms of personnel skills, facilities or infrastructure, systems, organisational structure, processes, and protocols.
- Consulted with stakeholders mentioned above to identify information needs and knowledge management implications.
- Drafted, finalised and presented the KM Strategy and policy paper to INKLUSI Senior Management Team, including analysis of the implications for existing policies and systems, and need for new policy decisions, systems, and tools. The KM Strategy includes recommendation on systems, processes, technology/ tools, change management process, monitoring, evaluation, and learning (MEL).
- Prepared a detailed implementation plan for 2024-2025 to accompany the KM Strategy.
- Drew up the required KM process flow in INKLUSI network and, in collaboration with the staff at INKLUSI Secretariat.
- Prepared key result indicators to measure KM performance.
- Prepared complementary materials, including documentations, briefs, and digital presentations for internal INKLUSI Secretariat and external audiences.
- Coordinated with relevant strategy owners to support update of existing strategies, policies, processes, and protocols.
- As part of initial implementation support, developed KM Standard Operating Procedures (SOPs), KM Communication and Stakeholder Engagement Plan, Knowledge Hub – Technical Requirements, KM training materials, and case study and lessons learned report templates.
